Created in June 1997 by the Texas State Legislature, the Harris County Improvement District #3 was created for comprehensive planning, implementation, maintenance and operations for the public improvement to the Upper Kirby District.

Commercial property owners pay a self-imposed property tax in addition to all public taxes. The tax rate for HCID# 3 is currently $0.1325/$100.

Boundaries: Roughly Westheimer (N), Shepherd (E), Bissonnet (S), and Buffalo Speedway (W). 

Board Size: Five Members

  • Upper Kirby District’s Master Plan
  • Funded creation of Upper Kirby Tax Increment Reinvestment Zone #19 (TIRZ)
  • Major Thoroughfare Streetscape Enhancements
  • Major Thoroughfare Utility Burial

  • Urban Design and Streetscape
  • Right of Way Maintenance and Cleanup
  • Adoption of District Esplanades, TxDOT US 59 Underpasses and Rights-of-Ways within the District boundaries
  • Graffiti/Bandit Sign Abatement Program
  • General District Operations
  • Public Affairs and Marketing of Area
  • Manager of Upper Kirby District TIRZ #19 and the Upper Kirby District Foundation
  • Liaison to City of Houston, Harris County, TxDOT and METRO
  • Regular Area Inlet Maintenance
